Task 3: Goals and Objectives

Task 3 will involve the drafting and discussion of goals and objectives for the new plan. The purpose of the goals and objectives will be to integrate the results of the Phase 1 citizen outreach, the results of the working groups, and the results of the research and analysis into a clear description of a desired future. The consultant team will prepare an initial draft of goals and objectives for the new plan, based upon the assessment of the 1998 Plan, data and policy analysis/diagnosis completed in Task 2, citizen input obtained during Phase I of this update process, and the work of the six existing citizen work groups. Draft goals and objectives will be presented to and discussed by the project oversight committee, and then presented at a major public event to solicit reactions and feedback. The resulting set of goals and objectives will subsequently help establish the framework for the new comprehensive plan.

Concurrent with a scheduled meeting of the project oversight committee to review a preliminary set of goals and objectives, the advisory committee that was established for work on Phase I will be invited to attend a briefing on the status of Phase II.

It is suggested that the goals and objectives be reviewed and accepted by the Planning Commission and Board of Supervisors prior to proceeding to Task 4. This will provide the opportunity to accept or revise the basic policy direction of the plan prior to proceeding with the more detailed planning that will occur in Task 4.
